Christine (Chrissy) Kelly, PhD is a Professor in the College of Community and Global Health at the University of Manitoba, in Winnipeg, Manitoba, Canada.<\/a> She has a PhD in Canadian Studies from Carleton University (2012) and an MA in Disability Studies from the University of Manitoba (2007). Dr. Kelly’s research aims to shape Canadian health services and policy in ways that support older people, people with disabilities, care workers, and unpaid caregivers. Dr. Kelly’s work uses a community-engaged approach that facilitates dialogue across social and health sciences, with contributions spanning health services, disability studies, gender studies, and gerontology.<\/p>\n\n\n\n

Perennial Policy Issues in Directly-Funded Home Care in Canada<\/strong><\/h2>\n\n\n\n

This qualitative study continues Dr. Kelly\u2019s expertise in DF home care by exploring how the programs can be designed to enhance social and health outcomes for diverse home care clients, informal supports, and care workers in Canadian contexts. We hone in on three perennial policy issues – that is, areas in which consensus has not been reached and further, that may present challenges to the equitable access to DF. We consider: i) the role of home care agencies in DF service delivery; ii) developing DF as a niche or mainstream program; and iii) adapting DF for rural contexts.<\/p>\n\n\n\n
